Arvoina on pidetty muun muassa mielipiteen- ja yhdistymisvapautta, demokratiaa, hyvinvointia ja "rationaalista kansalaiskeskustelua". Nämä eivät kuitenkaan ole arvoja vaan välineitä; ne ovat tapoja ja teitä, joilla tavoitellaan varsinaisia arvoja. Arvoja sen sijaan ovat esimerkiksi hyvyys, kauneus, oikeus ja rakkaus sekä niiden ilmentymät, kuten velvollisuudentunto, hyväntahtoisuus, kohteliaisuus, huomaavaisuus, avuliaisuus, anteliaisuus, solidaarisuus ja ystävyys. Nämä arvot sisältyvät etiikan ja moraalin käsitteisiin, ja siksi Euroopan poliittisten instituutioidenkin olisi edistettävä niitä ja huolehdittava siitä, että ne saatetaan uusien sukupolvien ihanteiksi. Myös keskustelu uskonnon asemasta tulisi yhdistää kysymykseen kirkkokuntien osuudesta etiikan ja moraalin ylläpitäjinä. Asian tämä puoli kuuluu valtioiden ja valtioliittojen toimivaltaan, kun taas ihmisten henkilökohtaiset uskonnolliset sitoutumiset tai halu pysyä erillään uskonnoista ovat yksityisasioita. Euroopassa voimme tavoitella yhteisiä moraaliarvoja, mutta maailmanlaajuisesti se tuskin on mahdollista. Perinteisten eurooppalaisten arvojen tarjoamista ja tyrkyttämistä pidetään muualla maailmassa imperialismina. Tällainen toiminta provosoi vastarintaa, kuten on käynyt esimerkiksi Lähi-idässä. Ihanteeksi tarjotun valistusajan arvostus on historiallinen ilmiö, joka liittyy 1900-luvun jälkipuoliskon edistys- ja järkiuskoon. Sekä Yhdysvallat että Neuvostoliitto profiloituivat hyvin selvästi tähän ideologiaan, joka syrjäytti Euroopan traditiolle ominaiset historian, uskonnon ja filosofian, siis moraalifilosofian, näkökannat. Yhdysvalloissa läsnä oleva historiallinen aika on lyhyt ja kansalaisten siteet maihin, joista he ovat lähtöisin, käyvät yhä ohuemmiksi. Sen sijaan suurimmassa osassa Eurooppaa kaupungit, viljelykset, kirkot, linnat, yksityiset kodit sekä yliopistot ja koulut ovat vanhoja ja muistuttavat luonnollisella tavalla menneisyydestä. Uskonnollinen ja kirkollinen elämä on Yhdysvalloissa pirstoutunutta. Euroopassa se on kokonaisempaa, varsinkin katolisissa maissa mutta myös valtiokirkkoperinnettä noudattavassa anglikaanisessa ja luterilaisessa maailmassa. Neuvostoliitossa taas Venäjän ja muiden neuvostotasavaltojen vanha historia häivytettiin taustalle ja uskonto kiellettiin. Kummallakin suunnalla järki, tiede ja tulevaisuus olivat ihannemaailman hallitsevia osia. Neuvostoliiton hajottua asiat ovat tässä suhteessa muuttuneet ratkaisevalla tavalla. Eurooppalainen ihminen ei ole kuitenkaan vain valistusajan ihanteiksi määriteltyjen - tai arveltujen - aatteiden perillinen, vaikka niillä onkin suuri merkitys; 1700-luvun aatemaailma on toki paljon monivivahteisempi asia kuin se "valistus", josta yksinkertaistaen puhutaan. Emme voi mitenkään ohittaa 1800-luvun romantiikkaa ja 1900-luvun aatteita, kuten psykoanalyysia. Tunteen, tahdon, halujen ja viettien osuus ihmisyydestä on myös tunnustettava. Ihminen ei ole mitattava suure, vaan jotakin laajempaa ja vaikeampaa. Eurooppalaista ihmisyyden perinnettä ei voi redusoida yhteen aatepohjaan. Tämä koskee sekä yksilöitä että erilaisia ryhmiä, kansoja, säätyjä ja muita yhteisöjä. Romantiikan nimellä tunnettu aatesuuntaus nousi nimenomaan valistuksen vastustamisesta. Se korosti, että järki on vain osa ihmisyyttä ja että tunteen ja tahdon maailmat on tunnustettava ja niitä on korostettava. Romantiikka laajensi ratkaisevasti ajattelun ja itsetuntemuksen historiallista ulottuvuutta. Eurooppalainen ihminen alkoi mielessään liikkua useiden vuosisatojen piirissä. Suomessa tämä ei ehkä näy yhtä selvästi kuin esimerkiksi Saksassa, Ranskassa, Britanniassa, Espanjassa, Italiassa ja Puolassa. 1900-luvun suuria sotia on totuttu kutsumaan maailmansodiksi. Termi korostaa Yhdysvaltojen osuutta sotiin, vaikka se oli suhteellisesti vähäinen. Nämä sodat olivat aivan olennaisesti eurooppalaisia sotia. Eurooppa on yhtäältä sotaleskien ja sotaorpojen ja toisaalta miehityksien aiheuttamien ristiriitojen ja keskinäisten vihamielisyyksien manner. Sotien kokemukset hajottivat syvällisesti maailmankuvaa. Se ilmeni psykoanalyysin ja monien taidevirtausten korostamassa piilotajuisuuden ja viettien esiin tuomisessa. Harmonian ja sovinnollisuuden arvot jäivät taustalle. Vaikka 1900-luvun aateperintö on ristiriitainen, senkin yleisvaikutelmaksi jää epäusko pelkän järjen ja rationaalisuuden mahdollisuuksiin ratkaista ihmiskunnan ja yksilön suuria kysymyksiä. Historian tunteminen ja pohdinta, uskonnon moraalisen puolen tähdentäminen sekä filosofian painottaminen moraalifilosofian ja ymmärtämisen suuntaan voisivat johtaa todellisten eurooppalaisten arvojen löytämiseen. Euroopan kirjallisuuden, musiikin sekä kuva- ja rakennustaiteen suuri, elävä perintö on tämän arvomaailman keskeinen tradition siirtäjä. Kautta aikojen keskeisenä pedagogisena menetelmänä on ollut kertominen esikuvallisten ihmisten elämästä ja toiminnasta. Koululaitos on vastannut satoja vuosia näiden sivistyksen elementtien opettamisesta ja ylläpidosta. Koulu ja yliopisto ovat olleet ratkaisevia tekijöitä Euroopan yhtenäisyyden kannalta. Keskiajalta lähtien oppisisältö oli pitkään olennaisesti samanlainen kaikkialla. Koulujärjestelmässä on yhä tallella paljon moraalipääomaa, vaikka Euroopan tärkeimmän moraalifilosofin Ciceron teoksia ei taideta enää paljon lukea, ainakaan meillä. Aivan olennaista on toimia - jopa taistella - sen puolesta, ettei koulua ja yliopistoa alisteta vain välineellisten tavoitteiden palvelijoiksi.
